This group of Pengliao volunteers believe that the stone camp is a historical asset full of potential, but the development of short-sightedness and short-sightedness has repeatedly hurt Guanliao. In recent years, on the grounds that the subsidence area is unfavorable to farming, the Pingtung County Government has designated four villages and towns of Hengliao, Jiadong, Linbian, and Donggang as optoelectronic special areas to provide operators to apply for large-scale agricultural land development. The gathering of civic strength in Hengliao must begin with Chang Jen-ji, a protester at Lele Chicken Farm. Zhang Renji was born in Meihe Middle School, a famous baseball school. He played in the first division of the Ku baseball team. After being injured, his career fell through and he had to go back to his hometown to open a shop to take care of his parents. When he returned to his hometown, he found that there was so little information on the Internet that he was eager to take pictures and learn to make films to introduce the beauty of Liao.

However, the cruel reality made him realize that due to the culture of rural wishes, the lack of media attention and the power of citizen supervision, the countryside has become the fat meat of interests controlled by a small number of political families. As a result, Zhang Renji became one of the earliest citizen journalists in Pingnan, set up an online community called "I am a Liao people" and became a local online opinion leader.

Now that Shuidiliao is no longer lively, we can only remember the splendor of the past on the mottled business signboards on the old street.

Chien Su-nu is the owner of the bean flower shop in the old street, and she is also a resident who actively participates in public affairs. she has always been seen in all previous environmental protection civic actions in Qianliao Township, and the Shiying cultural funding case is no exception. Her comrades-in-arms include noodle shop owners, lotus farmers and hostel operators. The small bean flower shop is like the engine of local public affairs, and it seems to be no exaggeration to say that it is the headquarters of the Liao Civil Volunteer Army.

She describes Pengliao as a black pearl. "it is small, dark and inconspicuous, but it is very sweet, and it enjoys the beauty of mountains and sea. now it has been reduced to a place where pollution has become a public nuisance, and major environmental hazards have broken out one after another." First, the Lele chicken farm was entangled for many years, and then it was exposed by environmental groups that the waste landfill Lin Lin Company illegally buried hazardous waste. It was not easy to find the remains of the World War II stone camp fortress, but it was destroyed by optoelectronic development.
