Hengliao is located in the south of the border, and the Pingge Highway is covered with supermerchants and gas stations, providing services for tourists travelling between Hengchun Peninsula, Kenting, and Taitung. It seems that only the tourists "pass by" have become the most depressed part in the hearts of the villagers. In recent years, as a result of the protests at Lele chicken farms and the arrival of waste landfills, Guanliao has repeatedly leapt onto the page with public nuisance news, and now there is a flood of photovoltaic panels.

Starting from opposing the Lele chicken farm, some residents have now become a local force to protect the stone camp, and even monastic masters who practice in monasteries can no longer sit back and watch the mountains and forests be dug into loess and stand up to join the protest, calling on the authorities to "stop robbing the earth of life."

This group of Pengliao volunteers believe that the stone camp is a historical asset full of potential, but the development of short-sightedness and short-sightedness has repeatedly hurt Guanliao. If the culture and ecology can be properly protected, not only will the mountains and rivers be protected, but tourists will also stay for Gongliao again.

In recent years, on the grounds that the subsidence area is unfavorable to farming, the Pingtung County Government has designated four villages and towns of Hengliao, Jiadong, Linbian, and Donggang as optoelectronic special areas to provide operators to apply for large-scale agricultural land development. Nowadays, even the stone camp, an important cultural asset, has to give way to optoelectronics. The Liao people feel that they are being dug deep in the soft soil and roar: don't bully Liao Township at will!

The gathering of civic strength in Hengliao must begin with Chang Jen-ji, a protester at Lele Chicken Farm. Zhang Renji was born in Meihe Middle School, a famous baseball school. He played in the first division of the Ku baseball team. After being injured, his career fell through and he had to go back to his hometown to open a shop to take care of his parents. When he returned to his hometown, he found that there was so little information on the Internet that he was eager to take pictures and learn to make films to introduce the beauty of Liao.

However, the cruel reality made him realize that due to the culture of rural wishes, the lack of media attention and the power of citizen supervision, the countryside has become the fat meat of interests controlled by a small number of political families. As a result, Zhang Renji became one of the earliest citizen journalists in Pingnan, set up an online community called "I am a Liao people" and became a local online opinion leader.

In 2019, time Power legislator Huang Guochang went south to protest against Lele Chicken Farm, and the county government was forced by public opinion to revoke the registration certificate of Lele Chicken Farm at the end of the year. This incident was a shot in the arm for the people of Liliao Township to participate in public affairs. Zhang Renji believes, "in the past, people were used to local wishes, or complained about doing things, thinking that their hometown was hopeless and unwilling to take action." However, when the county government announced the revocation of the license of Lele chicken farm, it did change the township of Qianliao. "when they see what is wrong, more and more people have the courage to come forward."

Public nuisance one after another, Douhua shop in the old street turned into the headquarters of volunteers.

Before the opening of the south-to-south railway, the Shuidiliao old settlement in the Tanliao Township was a transfer station for traffic between the east and the west. Passengers to the east usually spend the night here before they can take a bus to Taitung. There are three villages, named "weather, geographical location, and harmony of people", which vividly show that Shuidiliao plays a key role in business luck. Now that Shuidiliao is no longer lively, we can only remember the splendor of the past on the mottled business signboards on the old street.

Chien Su-nu is the owner of the bean flower shop in the old street, and she is also a resident who actively participates in public affairs. she has always been seen in all previous environmental protection civic actions in Qianliao Township, and the Shiying cultural funding case is no exception. Her comrades-in-arms include noodle shop owners, lotus farmers and hostel operators. The small bean flower shop is like the engine of local public affairs, and it seems to be no exaggeration to say that it is the headquarters of the Liao Civil Volunteer Army.

She describes Pengliao as a black pearl. "it is small, dark and inconspicuous, but it is very sweet, and it enjoys the beauty of mountains and sea. now it has been reduced to a place where pollution has become a public nuisance, and major environmental hazards have broken out one after another." First, the Lele chicken farm was entangled for many years, and then it was exposed by environmental groups that the waste landfill Lin Lin Company illegally buried hazardous waste. It was not easy to find the remains of the World War II stone camp fortress, but it was destroyed by optoelectronic development.
