The wind power company asked for construction during the migratory bird period and wanted to change the EIA specification, which was rejected by the EIA committee! The Environmental Protection Department (EPD) held a heterodyne meeting this (8) morning at Yunlin Wind Power Station, a subsidiary of Dade Energy Group. The company advocated that the submarine cable project had been delayed due to the influence of COVID-19 's epidemic situation and poor climate at sea. It is hoped that the EIA code "Construction of avoiding intertidal zones during migration of migratory birds from November to March" can be amended to allow the company to start the project of connecting sea cables to land booster stations in mid-February.

The ring delegation considered that the change in Dade's energy requirements was quite unreasonable, and the project delay could not be used as a reason to change the EIA conclusion. The impact of the epidemic and poor walruses were man-made management factors such as project control. Huang Xinwen, a ring lawyer, even pointed out: "it is quite unfair that the cost should be borne by the environment."

After attending the EIA committee resolution, we thought that the reason for the heterodyne analysis proposed by Dade Energy was not sufficient, and we unanimously opposed the change of the original EIA conclusion and rejected the request of Dade Company.

Dade Energy Yunlin wind field covers an area of 82 square kilometers, a total of 80 fans, a total of six submarine cables, only one has been completed. (photo reversal / Lin Jiyang) Da de Yuneng: the project was delayed due to the impact of the epidemic and poor walrus, requiring the construction of migratory birds during the season.

Dade Group Yunneng Co., Ltd. has an area of 82 square kilometers outside Yunlinkou Lake, and is expected to develop 80 offshore fans and submarine cables landing from Sihu and Taixi respectively. At present, the construction of the land booster station has been completed and offshore fans have begun piling. However, six submarine transmission cables have to be connected to the booster station through the intertidal zone, and five have not yet been laid. As the company's cable charter contract expires in April, the company asked the EIA meeting to change the EIA conditions to allow the company to complete the cable laying project between mid-February and March.

The company said that because the epidemic affected the entry and exit of foreign technicians and the dispatch of ships, and the walruses were not good enough to work from September to October, and the soil conditions were very different from the original estimates, the submarine cable project was delayed and could not be completed on schedule, so a loop difference analysis was proposed.

Dade stressed that the charter period of the cable ship is only until April, after which the working ship must be handed over to other homeowners. At present, there are still five submarine cables on board, with a length of 70 kilometers and a weight of more than 2500 tons. Only two cable storage tanks in Taichung Port in China are fully loaded, so it is necessary to put forward a ring difference analysis due to contractual factors.
