The water transfer project linking Dajia River and Daan River successfully broke through the customs of the EIA ad hoc group today. According to the assessment of the Water Conservancy Department, the current water shortage in Taichung area is 86000 tons per day, and by 2031, the water supply gap will reach 220000 tons per day. Therefore, it is planned to build an aqueduct to connect the water supply facilities in the Daan River and Tachia River basins. During the high water season, the Tachia River will be supplied northward to the Lei Yutan Water purification Plant, and then the Liyutan Reservoir will supply the Fengyuan Water purification Plant to the south during the dry season.

Chang Feng-nien, a water conservationist in Taichung, believes that the purpose of this project is basically to supply Chinese science and technology industrial water, and the country's economic construction completely lacks the concept of total quantity control over the plunder of water resources, resulting in the Water Conservancy Department desperately grabbing water for industrial use. expand the scope of water intake in the name of joint use. He warned that when the water transfer project is completed in the future, it will seriously exploit the water resources of the two rivers, Daan River and Dajia River, causing great harm to agriculture and ecological circulation in the middle and lower reaches.

In this case, the Central Water Resources Bureau of the Water Resources Department plans to build an aqueduct to connect the Dajia River and Daanxi water supply system, and to build a second raw water pipe from the Lei Yutan Reservoir to the first water purification plant in Houli. In addition, a Tachia aqueduct was built to connect the Fengyuan water purification site of the Tachia River to the first water purification plant in Houli.

The Central Water Resources Bureau of the Water Conservancy Department said that in order to improve the adaptability of water supply under climate change, pipeline connectivity would help to allocate regional backup and increase the flexibility of water use. In this case, the water source of Tachia River will be transferred from south to north during the flood season, and the water source of Tachia River will be supplied to the first water purification field in Houli and the Liyutan water purification plant. When the turbidity of Dajiaxi is high or the flow rate is low, the water from Liyutan Reservoir in Daanxi is supplied to Fengyuan Water purification Plant from north to south.

Zhong believes that the daily shortfall of 220000 tons of water supply estimated by the Water Resources Department in 2031 is in fact the industrial water shortage of Chinese Science and Technology.

Rivers not only supply agriculture, but also need ecological and climate regulation, and cannot be allocated to industry.

Civil society groups also question that the project will disturb the ecology of the Da'an River Basin, especially the habitat of stone tigers. Wu Jiaqi, secretary general of the Shihu Conservation Association, pointed out that during the construction period, in order to prevent road killings caused by the project, in addition to fences or culverts, automatic cameras should be set up in the construction area to monitor the ecology and record the number of coordinates of Shihu and other wild animals. it can be used as a reference for improvement before, during and after construction. It is also suggested to make a detailed assessment of the impact of animals and plants other than Shihu, so as to make the conservation measures more clear and practical.

Zhang Fengnian reiterated his opposition, saying that the lower reaches of Daan River and Dajia River not only retain agricultural water demand, but also ecosystem water demand. At present, the river base flow estimated by the government is obviously underestimated, and the completion of the water transfer project and the supply of industrial water in the future will have a crowding out effect on the downstream agricultural water use and ecological water use.

Zhang Fengnian stressed that rivers maintain adequate water sources not only to supply surface water, but also to recharge groundwater and provide biological nutrients to ecosystems, but also to purify and cool the climate, and arbitrary allocation will violate the laws of nature. The Water Conservancy Department should not unilaterally follow the advice of industrial departments and allow industrial water to take whatever it wants, but forget that it is also responsible for water conservation.
