── "Cape Cod Offshore Wind Power Project" (Cape Wind), one of the first "classic failures" in the development of offshore wind power in the United States, has been rescinded by developers after 16 years of controversy. However, this does not mean that Massachusetts has said goodbye to wind power. In the case of Cape Wind, officials deeply understand that in order to resolve wind power disputes once and for all, there must be a strategy for sea space management in order to cover the issue of wind farm development. Wind power in Massachusetts also restarted after manufacturers withdrew the case and officials returned to marine planning. Lu Xiaoyun, an associate professor in the Department of Marine Environment and Engineering at Sun Yat-sen University, who studied the case in depth, visited Cape Cod in 2017, when the Massachusetts Office of Marine Administration (CZM) redivided the block, and some wind power developers obtained the first license.

Bruce Carlisle, director of the CZM office, told Lu Xiaoyun that they have designated several feasible blocks in the marine management plan. For developers, these potential blocks for replanning may only have 70% to 80% benefits, but they are locations with lower overall social costs. Carlisle bluntly said that their pursuit of citizen participation, open and transparent process, "2015 maritime space management planning, can be regarded as a good thing, at least 16 years of conflict to resolve the dispute, find a more pragmatic solution."
