Changhua County is a major agricultural county, where agricultural and fishing products are sold all over Taiwan, while Fangyuan and Dacheng in Nanchanghua are like a paradise for illegal disposal of waste. Legislators Hong Shenhan and Huang Xiufang, together with the Changhua Environmental Protection Alliance, held a press conference this (1) morning to show the wastes collected from Changhua and expose the chaos of littering and burying of wastes in Changhua.

Hong Shenhan stressed that Changhua is not a single case, but a systematic failure of waste management. He called on the central and local governments to face the problem squarely and that "waste needs to be solved systematically."

Legislator Hong Shenhan and Changhua civil society disposed of waste last Saturday and found that many agricultural land and fishing ponds were discarded with construction waste, earth and stone, sand and gravel, and even furnace ballast. People have reported wastes from unknown sources for a long time, but local governments have not actively investigated and dealt with them, which is tantamount to conniving at the land of agriculture, animal husbandry and breeding into a paradise of littering and filling.

Hong Shenhan described the waste disposal along No. 61 expressway as "shocking". During the inquiry, only one truck was seen loaded and dumped, and then another car flattened it. Hong Shenhan said: "whether there is poison or not, we just want to ask: can these wastes exist here?"

The problem of waste disposal in Changhua has been described by Hong Shenhan as a "systematic failure." the industry complains that the waste has nowhere to go, while the public complains that the waste is everywhere. Since the second half of last year, there has been a lot of waste along the coast of Changhua. Operators say that because last year, the north began to investigate the temporary disposal of construction waste, so a lot of soil, stone, ash, and heavy metal sludge were transported to the south. Fangyuan, Wanggong, and Dacheng are located in remote areas, so a large amount of waste is dumped and buried in farmland and fishing grounds.

However, after the Environmental Protection Bureau checked, it was handed over to the Land and Agriculture Bureau to take over, but because the ownership of governance responsibility was unknown, there was the phenomenon of everyone kicking balls with each other, and most of the reported cases could not be answered. In the end, there was no disease, and the wastes on agricultural land still existed.
